State Property and Financial Means Allocated to Cover the Work of the Refugee Facilities Administration of the Ministry of Interior

Following the split of Czechoslovakia in 1993, both the Czech Republic and the Slovak Republic declared their position on the refugee issue by continuing to comply with the international documents they had signed up to; both states confirmed them by en shrining them in national legislation. Both countries have also enshrined the provision of asylum in their constitutions.

The asylum process and related matters came under scrutiny in parallel audits performed by the Supreme Audit Office, Czech Republic and the Supreme Audit Office of the Slovak Republic. The results of both are contained in the joint final report.

The purpose of the parallel audits was to identify common problems and to draw attention to the possible consequences for population migration.

The parallel audits covered the following areas:

  • The asylum process.
  • Refugee facilities,
  • Management of finances and state property,
  • The internal control system.

Coordinated Audit on Social Housing

El objetivo de la auditoría fue verificar si las políticas y obras de vivienda social de cada país participante contemplan todos los aspectos y recomendaciones que la Comisión Económica de las Naciones Unidas para Europa (Unece/ONU) propuso en el documento denominado Guidelines on Social Housing - Principles and Examples (2006), las cuales son consideradas imprescindibles para que una vivienda pueda ser encuadrada en el concepto de vivienda adecuada y, además, si las metas cuantitativas previstas para la construcción de unidades habitacionales fueron definidas y están siendo cumplidas. Para ello, se revisaron las leyes y demás normativas aplicables a los programas habitacionales fiscalizados y se realizaron inspecciones físicas a una muestra de 64 conjuntos/proyectos concluidos, distribuidos entre cada país participante, que juntos totalizan 36.633 viviendas.

Auditoría coordinada sobre el tema de Equidad de Género

La auditoría examinó los avances en materia de equidad e igualdad de género en Puerto Rico, Chile y Costa Rica. En primera instancia se ejecutó una auditoría de alcance nacional, por parte de  las EFS de Puerto Rico, Chile y Costa Rica, en un asunto o programa específico vinculado con el tema de equidad e igualdad de género.

Se encontraron debilidades en el funcionamiento de los programas citados, relacionados con la inclusión de beneficiarios al programa, deficiencias en las fichas de los beneficiarios, inconsistencias en la contratación de profesionales para la ejecución de los convenios, falta de revisión de los antecedentes de respaldo presentado por los ejecutores, así como del respaldo en la realización de actividades, temas que no garantizaron la permanencia de los adolescentes en el sistema escolar durante el 2013 y 2014.

Activities of the Responsible Institutions of Latvia and the Russian Federation in the Fulfilment of the Obligations Arising from the Agreement of their Governments on the status of Latvian and Russian Gravesites on their territories

In April  2011  the State Audit Office and the Accounts Chamber of the Russian Federation decided to carry out a compliance parallel audit regarding the activities of the responsible institutions of the Republic of Latvia and the Russian Federation the fulfilment of the obligations arising from the Agreement of the government of the Republic of Latvia and the government of the Russian Federation on the status of Latvian gravesites on the territory of the Russian Federation and the status of Russian gravesites on the territory of the Republic of Latvia.

The objective of the audit was to determine whether the responsible authorities of  Latvia and the Russian Federation have ensured the fulfilment of the obligations arising from the Agreement of 18 December 2007 between their goverments on the status of Latvian gravesites on the territory of the Russian Federation and the status of Russian gravesites on the territory of Latvia.

COORDINATED AUDIT ON SOCIAL HOUSING

Given the unquestionable social and economic importance of social housing in the region, under the framework of the OLACEFS Public Works Audit Working Group (GTOP) a coordinated audit was conducted on this topic. The SAIs of Argentina, Brazil (Audit Coordinator), Chile, Colombia, Costa Rica, Honduras, Mexico, Paraguay and the Dominican Republic participated in the audit, which had the support of GIZ.

The purpose of the audit was to verify whether social housing policies and construction projects in each participating country were in line with all the aspects and recommendations that the United Nations Economic Commission for Europe (UNECE/UN) put forward in the document entitled Guidelines on Social Housing – Principles and Examples (2006), which is considered essential for determining if housing is adequate and also whether the quantitative goals set for building housing units were defined and are being met.
