State Property and Financial Means Allocated to Cover the Work of the Refugee Facilities Administration of the Ministry of Interior

Following the split of Czechoslovakia in 1993, both the Czech Republic and the Slovak Republic declared their position on the refugee issue by continuing to comply with the international documents they had signed up to; both states confirmed them by en shrining them in national legislation. Both countries have also enshrined the provision of asylum in their constitutions.

The asylum process and related matters came under scrutiny in parallel audits performed by the Supreme Audit Office, Czech Republic and the Supreme Audit Office of the Slovak Republic. The results of both are contained in the joint final report.

The purpose of the parallel audits was to identify common problems and to draw attention to the possible consequences for population migration.

The parallel audits covered the following areas:

  • The asylum process.
  • Refugee facilities,
  • Management of finances and state property,
  • The internal control system.

Activities of the Responsible Institutions of Latvia and the Russian Federation in the Fulfilment of the Obligations Arising from the Agreement of their Governments on the status of Latvian and Russian Gravesites on their territories

In April  2011  the State Audit Office and the Accounts Chamber of the Russian Federation decided to carry out a compliance parallel audit regarding the activities of the responsible institutions of the Republic of Latvia and the Russian Federation the fulfilment of the obligations arising from the Agreement of the government of the Republic of Latvia and the government of the Russian Federation on the status of Latvian gravesites on the territory of the Russian Federation and the status of Russian gravesites on the territory of the Republic of Latvia.

The objective of the audit was to determine whether the responsible authorities of  Latvia and the Russian Federation have ensured the fulfilment of the obligations arising from the Agreement of 18 December 2007 between their goverments on the status of Latvian gravesites on the territory of the Russian Federation and the status of Russian gravesites on the territory of Latvia.

Joint Report - Providing safety of tourism and recreation in the mountains

In 2013 the Supreme Audit Office of the Republic of Poland (NIK) and the Supreme Audit Office of the Slovak Republic (NKU SR) conducted audits concerning the execution of duties by the entities responsible for the provision of safety conditions in the mountains. The audits were carried out due to an increased probability of accidents on mountain areas and ski slopes, resulting from a growing interest in mountain tourism and skiing on the Polish, as well as on the Slovak side. Therefore, securing safety of persons present in the mountains, including a proper marking of tourist routes, system of information about weather conditions, infrastructure and organising help or rescue of accident victims or persons who are prone to the danger of life or health loss, became of significant importance. Additionally, both SAIs published openly available surveys concerning the subject of safety of tourism and recreation in the mountains on their websites, which enabled to gather the opinions of tourists on the condition of mountain routes. NIK’s audit assessed the way in which safety is provided to persons present in the mountains in touristic and recreational purposes, including the functioning of mountain rescue system and its financing, whereas NKU conducted the audit in order to verify the compliance of the activities of audited entities with the generally applied legal regulations and internal norms, with particular focus on the international cooperation. Joint audit report Implementation of the Operational Programme Cross-Border Cooperation Republic of Poland – Slovak Republic 2007–2013

On 20 December 2007 the European Commission, by means of the decision No C (2007) 6534, approved the Programme. It received support from the European Community by means of the European Regional Development Fund resources for particular borderland areas on the Polish and Slovak sides of the border. The support area of the Programme in Poland included among others: the so called Krosno-Przemyśl subregion and in Slovakia Prešovský Kraj and Žilinský Kraj. Additionally, on the Polish side among others poviat Rzeszów and township Rzeszów were also added to the Programme and could participate in the projects as adjacent areas.

The audit of the Programme was undertaken on the basis of a cooperation agreement concluded on 18 February 1998 between the Supreme Audit Office of Poland (NIK) and the Supreme Audit Office of Slovakia (NKU) – as a result of the joint initiative of NIK Regional Branch in Rzeszów and NKU Expozitur: in Košice and Prešov. The audits were conducted in the periods: November 2009–August 2010 and September 2012–May 2013.

The aim of the audit was to assess the regularity with which and extent to which the Polish and Slovak entities have executed the priorities and goals of the Operational Programme Cross-Border Cooperation Republic of Poland – Slovak Republic 2007–2013,  in particular:
− the effectiveness of the joint organisational structure established in both countries for the
management, implementation and audit of the Programme;
− the execution of particular projects (subjects) within the I and II priority axes of the Programme by the beneficiaries with regard to legality, regularity and economy;
− the achievement of operational goals specified for the particular priority axes.

The axes set were:

I. Development of cross-border infrastructure;

II. Social and economic development;

III. Support of local initiatives (microprojects) and

IV. Technical assistance, in compliance with the partnership obligation.

Parallel Audit on the processes for identifying, reporting and following up on Irregularities

In this report the Working Group submitted to the Contact Committee its key findings, good practices, weaknesses and recommendations on the processes in place for identifying, reporting and following up on irregularities depending on Country Reports prepared as results of the parallel audits conducted by the participating SAIs. The findings of the report are related to six key areas: 1) Guidance; 2) Identification and recording of potential irregularities; 3) Examination and decision-making on recorded irregularities; 4) Reporting to the Commission; 5) Follow up/investigation of the reported irregularities; 6) Financial Corrections.
